Rwanda Utilities Regulatory Agency was created by law no 39.2001 on the 13th September 2001 with the mission to regulate certain public utilities, namely: Telecommunications, Electricity, Water, Sanitation, Gas and Transportation.This law defines the following RURA essential functions | | The purpose of the ICT sector is to: establish a favorable environment in order to develop communication services in the whole country; promote fair competition and insure better quality of services offered by operators at reasonable prices
