This Directorate deals with the issues concerning the provisions of road transport services on the road network, issues specific to urban transport and the environment such as air pollution and noise that are associated with growing motorization in Rwanda. It should cover how to assess road transport performance and to define strategies for regulatory changes to promote efficiency and to meet broad environment concerns, especially for trucking and bus services.

The key issues about Road Transport, is to ensure that it is performing well, that the Government regulatory policy toward it is appropriate and effective, that the environmental concerns are being duly addressed, and that benefit from investment in improved road will be passed on to road users and responsive road transport services.

The directorate covers ways of identifying and assessing problems associated with regulations, ways of defining strategies for tackling these problems in accordance with established good practice, and ways of tackling important issues affecting the development of trucking and passenger public transport services.
