Reference is made to law n0. 39/2001 of 13th September 2001 creating RURA with the mission to regulate certain public utilities including transportation of goods and persons by all modes of transport. In general, RURA strives to ensuring transparency, fair competition, quality of services, compliance to laws and regulations in the provision of Air Transport Services into and out of Rwanda The department of Air transport is responsible for promotion of effective competition and economic efficiency, protection of consumer interests, protection of financial viability of efficient suppliers, ensuring availability of regulated services to all consumers of air transport services. It is entrusted with monitoring tariffs, rates and performance standards for sustained air services in an orderly and efficient industry. It is also responsible for monitoring the performance of service providers, establishing and implementation of procedures for the regulation of air transport services in Rwanda, through monitoring the performance of air services operators, monitoring fares and rates to ensure fair play and advising the industry on any anti-competitive activities by operators plus the enforcement of regulations and standards. This department also develops and maintains a data bank and produces reports with customer focus-both internal and external. The analytical reports form the basis for advice to the Agency, the government, the industry and the public in general on trends and their impact on the smooth, efficient, affordable and orderly development of air transport services This department works with all stakeholders in Air transport industry which include Government, RCAA, Airline Operators, Travel Agencies, Cargo (Freight) Forwarders, Consumer associations, and Regional and International bodies like EAC, COMESA, IATA and ICAO. |
