The UN guidelines states that “all citizens, regardless of their incomes or social standing, have basic rights as consumers”. Nevertheless, the rights of consumers continue to be denied or violated by some service providers, and various powerful sections of society. In Rwanda, consumers are at the heart of the economy. Empowered consumers are important drivers of competitiveness and public utilities are basic to the competitiveness of an economy. However, in order for consumers to be able to play this role in imperfect markets where the balance of power lies in favour of businesses and suppliers, consumers must be protected. The department of consumer affairs within RURA provides the impetus for the establishment of producer standards and codes, in the setting of which consumer representatives play an important role. The main aim of the unit is coordination, education and enforcement of measures for the benefit of the consumers in quality of services and products in the sectors regulated by RURA. |
