Rwanda Utilities Regulatory Agency was created by law no 39.2001 on the 13th September 2001 with the mission to regulate certain public utilities, namely: Telecommunications, Electricity, Water, Sanitation, Gas and Transportation.
The Regulatory Board and the Managing Director of the Agency were appointed on 30th October 2002. The Regulatory Agency is defined by law as a national institution with legal powers, autonomous administrative and financial management, as well as its own official stamp.
